It depends to the type of transmission duplex. If a TDD approach is used, the reuse factor would be the same. If FDD is employed, uplink and downlink would be on separate bands, hence different reuse factor can be adapted.

(15:24) Shouldn't the reuse factor (K) for uplink and downlink be the the same? If not why there's a different resue factor when both use the same system and channels?
